Despite threats by the governors of the four provinces on Kalimantan and a boat blockade mooted by a private group, the government says it will not send additional subsidized fuel.

Energy and Mineral Resources Minister Jero Wacik, who had earlier this month said the government will send additional supplies of fuel, said on Wednesday that the additional fuel would not be of the subsidized variety.

"We will add about 300,000 kiloliters for Kalimantan. What we are sending is non-subsidized fuel because there, the fuel is used by industries, mining and plantations," Jero said.

He said that since no subsidized fuel was involved, it would not affect the 40-million kiloliter quota for subsidized fuel that has been set in the revised 2012 state budget.

Jero claimed that he had spoken with all four governors regarding the additional fuel and said that all parties were in agreement.

The minister did say, however, that there was still a possibility that the 40-million kiloliter ceiling might be exceeded if more was absolutely necessary. In that case, the government would need approval from the House of Representatives to raise the quota.

"We will see, in May how much [is consumed], in June how much excess [consumption] there is. If we need additions, then we will apply for more," Jero said.

The governors threatened to stop all mining products from leaving the island if the government did not respond to their demand for more fuel by the end of the month.

A group of activists and residents in South Kalimantan has even threatened to conduct a blockade of the main river, using as many as 250 boats to assist.

Long queues at fuel stations across Kalimantan have become common in recent weeks. Low-octane subsidized fuel usually sells at a fixed price of Rp 4,500 (50 cents) per liter, but at one point a bottle containing about a liter of gasoline sold for Rp 10,000 in the remote district of Tanjung Redeb, East Kalimantan.

In East Kalimantan on Thursday, representatives of the Dayaks, the indigenous ethnic group of Borneo, said they were ready to boycott sending coal and other mineral resources outside the province.

"We are ready to close down coal shipments on the Mahakam River in Samarinda and other towns in East Kalimantan. We will fight for the rights of the people of Kalimantan," Dayak Customary Council legal division chief Yulianu Henock said.
