Another power blackout hit a large part of the capital on Wednesday
afternoon, leading to airport delays and traffic congestion.
The blackout, which started around 1:15 p.m. and lasted for more than two
hours in some area, affected parts of Central, South and West Jakarta, as
well as Soekarno-Hatta International Airport.
It knocked out traffic lights, causing gridlock in three municipalities,
while witnesses said two electric trains were stuck for about an hour
between Palmerah in West Jakarta and Kebayoran Baru in South Jakarta.
However, the Jakarta Police's Traffic Management Center said that by the
time power resumed, there was no major traffic congestion in the city.
"If traffic lights go dead, at least two or three of our workers will
assure order," said Tri Wibowo, an officer at the center. "So far, none
[of the traffic crossings] have been disturbed."
Hari Cahyono, the secretary of Angkasa Pura II, the operator of
Soekarno-Hatta Airport, said eight backup generators immediately kicked in
and full power to the airport was restored within about a half hour.
"When the electricity supply from [state power company] PLN encountered a
problem, everything worked fine so that airport services, especially those
that are related to flight safety and passenger service, were not
disturbed," he said.
However, Garuda Indonesia spokesman Pujobroto said the blackout delayed 14
flights for 15 minutes to an hour and indirectly delayed another 13
flights.
"Because some of the work had to be done manually, it took longer to do
things and the punctuality of flights in the afternoon was disturbed," he
said.
After more than two hours, electricity began returning to most areas in
Jakarta at around 3:30 p.m., said Paranai Suhafsan, distribution manager
for PLN in Jakarta and Tangerang.
He said the interbus transformer (IBT) at the Gandul power station had
been repaired and that by dusk all areas would have electricity restored.
He could not say what went wrong with the IBT.
"So far, we don't know the reason for the disturbance, which caused a cut
in the supply of electricity to several power stations," he said, adding
that an investigation was ongoing.
The IBT distributes electricity to dozens of main power stations in
Jakarta and Tangerang, and the blackout took 1,600 megawatts from the
supply, he said.
He added that at least 14 secondary power stations in Jakarta and
Tangerang were affected by the power outage.
PLN says the IBT problems in Gandul affected equipment that measures power
flow, causing one transformer to stop functioning and a second transformer
to stop after it overloaded.
"We apologize for this inconvenience," said Bambang Dwiyanto, the company's
senior corporate communication manager.
The last big power outage, which hit the city on April 5, plunged most of
South Jakarta into darkness. PLN officials said that blackout was caused
by maintenance work.
